RTN Permit to Use, till the 2004 year known as GGTN (GOSGORTECHNADZOR) certificate, is a document that permits the use of industrial equipment in regulated hazardous industrial facilities (e.g. oil and gas industry). The equipment subjected to mandatory certification is listed in the Executive Order of Government of the Russian Federation No. 928 dd. 11.08.1998.
The Permit to Use is the documents issued by Rostekhnadzor (Federal Service for Environmental, Technological and Nuclear Supervision) or territorial offices of Rostekhnadzor.
Different RTN Certification can be issued for the same product depending on the place of use. As an example, for a valve used in an oil refinery expertise report will be set on specific parameters and applied for legal permission, the usage of the same valve in a gas station will require the evaluation of different parameters (e.g. pressure) and the final document will be also different.
After the taking in force the technical regulation requirement the permit to use RTN become less importance or even replaced by mandatory certification on compliance with technical regulation.
