Copying and Legalization of certificates

Due to numerous requests from representatives of industry and manufacturers regarding the complex process of creating duplicates of certificates and having to get them authenticated, on April 20 the Ministry of Trade of Russia implemented the new directive 2000 N 128/360. This new directive now authorises the copying of certificates and authenticating them by the manufacturer without the need of the certification agency to authenticate them. This is due to the TRCU database that all member states, customs have access to so making it easy to check the authentication and validity of any certificate issued for use in the Customs union.
The mandatory confirmation of conformity of products is identified by correctly labeling the product as prescribed under the laws, regulations or other legal requirements.
In accordance with Article 12 of the Rules of sale of certain goods (approved by the Decree of the Government of the Russian Federation of January 19, 1998 N 55, as amended by Decree of October 20, 1998 N 1222 dated October 02, 1999 N 1104), the seller has the right to bring to the information on the confirmation of conformity of production by one of the following documents:
- certificate or declaration of conformity;
- copy of the certificate, authorized by the holder of the original certificate, a notary or by the certification body, issued the certificate;
- Commodity and accompanying documents issued by the manufacturer or supplier (seller), containing for each product name information to confirm its compliance with the established requirements (number of the certificate of conformity, its validity, the issuing authority certificate, or registration number of the declaration of conformity, the expiration date, name of the manufacturer or vendor (seller), adopted a declaration and a body to register it), and certified by signature and seal of the manufacturer (supplier, seller), indicating its address and telephone number.
Thus, information about the mandatory confirmation of conformity of the goods with safety requirements seller has the right to submit to the inventory accompanying documents furnished by the manufacturer or supplier (seller), containing information for each item to confirm its compliance with the established requirements (number of the certificate of conformity, its duration, authority that issued the certificate) and certified by signature and seal of the manufacturer (supplier, seller), indicating its address and phone number, without submitting a copy of the certificate.
